Since the energy field (E) is directed upward I took this to say that the surround charges are positive and the charges above the could are negative. I got the same answer when I worked the problem but thought the negative force value meant the force was directed downward.

I was multipling the total number of electrons by 99/100 instead of 1/100. The question asked about the golden losing 1 persent of its electrons so I figured that 99 persent were remaining. Is my thinking off with that one?
